In June, U.S. Senator Joe Manchin and U.S. Senator Shelley Moore Capito submitted a
funding request to the U.S. Senate’s Appropriations Committee to benefit Jefferson County
Community Ministries. This congressional grant, totaling $1 million, would partially fund
the development of Phase One of the construction of our new Jefferson County Community
Services Center, which we have named The Neighbor Project. Phase One of the Neighbor
Project includes building the region’s first year-round adult and family emergency shelter.
We are pleased to share the next update on the process! On July 20 th , Senator Joe Manchin,
as a member of the Senate Appropriations Committee, secured several West Virginia
priorities in the Appropriations Committee markup of the Fiscal Year 2024 funding bills,
including the bipartisan appropriations bill that will provide funding for the Neighbor
Project.
On July 27, the Senate Appropriations Committee earmarked $300,000 for the
development of the medical facilities within the Community Services Center, including a
WVU Medicine Medical Clinic and Dental Clinic.
Later this year, the full Senate will vote on and hopefully approve these bills. Although the
FY25 federal spending legislation process is still ongoing, JCCM is beyond grateful for the
support of Senator Joe Manchin and hopeful that both of our US Senators shall bring this
back to the Mountain State!
The Neighbor Project will be the first emergency shelter in the county and will be home to:
WVU Medicine Medical Clinic
Dental Clinic
JCCM Food Pantry
JCCM Clothing Bank
Kitchen and Dining Area for Clients
Cold Weather and Emergency Shelter
Homeless Shelter and Family Shelter
The Neighbor project will also feature brand new office spaces to accommodate:
Administrative offices
Case Management
Life Skills Activities Center
Day Programs
