Mr. Lowry is a native Californian and a graduate of San Jose State University in San Jose, California. He currently serves as the Executive Director of Jefferson County Community Ministries in Charles Town, West Virginia. Prior to JCCM, he was a Senior Vice President for Nuix USG in Herndon Virginia. He served as the head of the Counterintelligence and Insider Threat efforts at the U.S. Food and Drug Administration prior to retiring from the US Government. While at the FDA, he created, developed and made fully operational a groundbreaking program protecting over 19,000 employees and Trillions of dollars of intellectual property that was un-paralleled in the U.S. Government. He previously worked as the Chief for the Strategy and Evaluation Group in the Office of the National Counterintelligence Executive, under the Office of the Director of National Intelligence.
Mr. Lowry also served in multiple assignments for the U.S Navy as a mobilized reservist. Before retiring as a U.S. Navy Captain, he served as the chief of Staff to the Deputy Under Secretary of Defense for Human intelligence (HUMINT), Counterintelligence (CI) and Security at the Pentagon. Another of his assignments was in the Horn of Africa, where he served within the Combined Joint Task Force – Horn of Africa, leading and directing CI and HUMINT activities and operations. Additionally, following the events of September 11, 2001, he was activated as the Navy HUMINT manager at the Office of Naval Intelligence. He served a separate tour of duty in Iraq. Mr. Lowry also worked as a civilian CI and HUMINT policy subject matter expert for the Under Secretary of Defense for Intelligence.
Mr. Lowry was a Vice-President of Security Operations for an internet security company in Silicon Valley, where he was responsible for building and overseeing multiple world-wide data centers and operations. In that position, he managed the internet security operations center, physical security, applied engineering, and audit and monitoring divisions.
He is a former law enforcement officer with the City of San Jose California, where he worked in the patrol division, the high technology crime unit of the detective division, and the technical services division. He holds a certificate from the State of California’s Robert Presley Institute of Criminal Investigations, specializing in computer related crimes. He was trained in computer forensics, crime scene management, dignitary protection, and evidence collection, and was a police academy instructor.
